Carroll Community College seeks a full-time Chief of Campus Police.
Job Summary:
This position provides overall leadership and supervision of the College Campus Police to provide a safe, secure, and effective learning environment through development and implementation of security policies, plans, and procedures. The Chief reports to the Executive Vice President, College Administration.
Essential Job Functions:
- Provide leadership, management, and supervision of all public safety and security operations and functions for the College.
- Supervises the College’s Campus Police staff, including armed Special Police Officers and Public Safety Officers. Conducts employee evaluations and addresses employee issues. Establishes and maintains standard operating procedures (SOPs) of the department, including the use of force policy.
- Establishes and maintains the appropriate level of training for patrol officers; maintains related records, and provides professional development opportunities for Campus Police personnel.
- Ensures that the department offers and maintains an effective and positive community-oriented policing philosophy and enforces the federal, state, and local public safety and law enforcement standards and regulations applicable to the College, including Maryland’s Educational Articles, as well as rules and regulations of the College.
- Responsible for emergency management operations, policies, and procedures. Oversees the preparation and refinement of the comprehensive College response to emergencies as outlined in the Crisis Management Plan and Continuity of Operations Plan. Reviews, updates, and facilitates changes to the College Crisis Management Plan. Provides training and college-wide drills for emergency preparedness. Oversees training of Campus Police personnel in emergency response and evacuation procedures including weekend, evening and off-campus college sites.
- Researches, analyzes, prepares briefings, makes recommendations, presents alternatives, and produces written reports on critical and timely issues such as the emergency communications system, crisis response exercises and security-related programs/events.
- Serves as a College representative on the County’s Disaster Preparedness Executive Council and the Disaster Preparedness Group.
- In the event of a campus emergency, acts in conjunction with the Executive Vice President of Administration and the Director of Facilities Management in coordinating a response with State Police, Sherriff’s Office, and local authorities as required
- Serves as the primary investigator of all safety and security related incidents that occur on College property. Coordinates with College Administration and law enforcement as needed; writes, reviews, and maintains reports of all incidents, accidents, and physical injury reports, forwarding all reports to appropriate College and external departments
- Serves as the College’s liaison for all criminal investigations and processes. Works in conjunction with federal, state, local law enforcement.
- Oversees the management and use of the College’s CCTV system
- Oversees the College’s alarm system; assigns security codes and facilitates the programming of alarm key pads.
- Compiles and reports campus criminal statistics to the U.S. Department of Education and authors the College’s Annual Security Report as required by the Clery Act.
- Responds to all requests for medical assistance.
- Performs other duties as assigned
