Job Description
Job Title: Public Works Maintenance Worker
Department: Public Works Operations
Reports To: Public Works Supervisor
FLSA Classification: Non-Exempt
General Purpose of Job: Perform a variety of specialized duties in the construction, maintenance and repair of City streets, sewer, water and storm facilities and systems; operate a variety of heavy and light vehicles, specialized equipment and hand and power tools. Expected to perform a wide range of duties as required.
Level of Authority: Under the direction of an assigned supervisor, receives close to moderate supervision, depending on experience and complexity of task. Expected to perform routine assignments independently following applicable city ordinances, governing laws and generally accepted procedures and practices.
Work Environment: Work is performed both in the field and in a fast-paced office setting. Work is also performed at construction sites in the community, in all kinds of weather conditions and with the usual hazards associated with construction sites. May be exposed to raw sewage, toxic or unpleasant gasses, heights, chemicals, and unsanitary or slippery conditions.
Essential Job Functions:
1. Perform a variety of specialized duties in the construction, maintenance and repair of City streets, water or storm facilities and systems.
2. Maintain excellent public relations and ensure that public inquiries are answered in a courteous manner. Where appropriate refer public inquiries to lead worker or supervisor.
3. Assist in the excavation of trenches to proper grade and line, placing bedding and laying pipe and appurtenances; backfill trenches and test piping; assist in cutting, threading and coating pipe and caulking joints; assist in leak detection and repair.
4. Read maps, blueprints and schematics to locate storm, sanitary sewer and water lines.
5. Dig and backfill excavations manually and using light equipment; assist in the cleanup of job sites; perform general cleanup within right-of-ways and other areas as required; direct cleanup crews as assigned. Revised: June 2018
6. Assist in a variety of construction projects and duties, including building forms and mixing, pouring and finishing cement; assist in street, pavement, sidewalk, curb and gutter construction.
7. Operate a variety of heavy and light equipment, specialized equipment and hand and power tools, including street sweepers, high-pressure vacuum and pump assemblies, dump and service trucks, gas detector, forklift, underground infrastructure detection equipment; operate a variety of hand and power tools and equipment. Knowledge and ability to perform daily vehicle inspections prior to placing vehicle in service. Must be mechanically inclined and have the ability to describe an equipment problem to maintenance personnel.
8. Maintain inventory of tools, equipment and supplies on maintenance vehicles; maintain vehicle, tools and equipment in a clean, safe and proper working condition.
9. Maintain a variety of records including system operations, inspections, preventive maintenance and materials use records; maintain field records related to hydrants and valves.
10. Ability to learn City specific computer applications
11. Assist other maintenance services personnel with large work projects as assigned; lead work crews as assigned; respond to emergencies including system failures, weather related issues such as floods and snow storms; control and flag traffic as required.
12. Flexibility to respond to emergency call-ins for off duty hours.
13. Perform work in accordance with all Federal, State, and local laws, rules regulations and within mandated and appropriate safety standards.
14. Observe legal and defensive driving practices.
15. Update and revise maps and diagrams of streets, pipe and manhole locations.
16. Position requires regular dependable attendance.
17. Knowledge of proper lifting techniques and basic health and safety practices.
18. Perform related tasks as required.
Qualifications:
1. High school diploma or equivalent.
Licenses and Other Requirements:
1. Requires Valid Washington State Class A Commercial Driver's License.
2. Must have or be able to obtain required endorsement, certificates, and licenses required for position. Examples include flagging card, forklift certification, pesticide license, or erosion control certification.
Qualifications: Water Distribution Maintenance
Must be able to obtain a Washington State Department of Health, Water Distribution Specialist certification within one year of hire. Six months experience in a water treatment plant or distribution system is required prior to taking the certification examination. Revised: June 2018
Examples of Duties
The following duties are not inclusive of all duties and the incumbent performs other related duties as required. May perform portions of work of a higher classified position occasionally, as assigned. May perform duties of a similar complexity in any City department as required or assigned.
Solid Waste Maintenance
1. Must be able to operate all solid waste division vehicles and equipment.
2. Ability to push, pull and maneuver solid waste containers in an excess of 50 pounds.
3. Periodically lift residential solid waste bags weighing up to 55 pounds.
4. Must be able to bend, walk, stoop, reach, dig and shovel on a daily basis.
5. Ability to stand, work and drive for long periods throughout shift.
6. Performs delivery of commercial and residential containers and wheeled carts cleaning and repairs.
7. Must be able to memorize routes and all procedures including safety and departmental procedures.
8. On a daily basis, empties trucks at designated transfer stations, following the procedures prescribed by that station
9. Must be familiar with all procedures including safety requirements.

Street and Utilities Maintenance
1. Perform specialized duties in the construction, maintenance and repair of City streets, sewer lines, alleys, right-of-ways, and sidewalks; prepare and perform excavation, subgrade preparation, surface treatments, paving, overlays, cold and hot patching and sealing.
2. Blade and maintain road shoulders with a grader; clean and trench ditches and culverts; fabricate, repair and maintain standard roadside appurtenances.
3. Operate power sweepers to remove dirt and debris from City streets; flush and clean streets and sidewalks with water.
4. Cut streets and sidewalks with specialized saws; load debris, concrete, asphalt and other waste materials into dump trucks and haul to waste sites.
5. Assist with trench excavation to proper survey grade and line, laying of pipe, re-channeling of ditches and other aspects of storm/waste water system activities as assigned.
6. Assist in the estimation of concrete material needed for pavement and finishing projects, including streets, catch basin repairs, sidewalks, driveways and curbs.
7. Perform duties related to flood, snow, ice and vegetation control and removal and the cleanup of hazardous waste spills. Control snow and ice on City streets and right-of-ways by plowing, sanding and de-icing.
8. Respond to and assist with the construction and maintenance needs of various department and City maintenance personnel as it relates to streets, pipeline construction, flood control, waste removal, manhole repair and catch basin maintenance.
9. Create, install and replace street signs.
10. Operate painting equipment to paint crosswalks, curbs, and traffic flow indicators. Revised: June 2018
11. May work closely with contractors and engineers on street projects.
12. Set cones and barricades for traffic control per the Traffic Control Flagger Certification Handbook. Provide flagging and set up work zones per Traffic Control Flagger Certification Handbook. May direct traffic under certain working conditions.
13. Performs vegetation control on City right-of-ways.
Water Distribution Maintenance
1. Perform specialized duties in the construction, maintenance and repair of the City's water distribution system; perform a variety of preventive maintenance duties including exercising valves and detecting and locating leaks.
2. Perform excavations to install, repair or remove water mains, fire hydrants, water meters and other water distribution system appurtenances; backfill excavations according to standard practices and engineering specifications.
3. Inspect new water valves, hydrants, services and meters with inspectors to assure proper installation and operation and to assure compliance with applicable codes, regulations and standards.
4. Install and repair fire hydrants and valves as needed; operate specialized equipment to detect leaks; repair leaks and line breaks in water pipe lines.
5. Flush and clean water systems; locate water main valves to clean and bring to grade; assure proper operation of valves.
6. Operate specialized equipment to detect leaks; locate and repair leaks as required.
7. Operate and maintain booster pumping stations and reservoirs.
8. Collect and analyze water quality samples as needed.
9. Respond to customer complaints or inquiries into questionable water consumption charges; investigate and determine if concerns are meter-related.
10. Test water systems to assure proper and adequate water flow for fire prevention purposes and insurance qualification.
11. Install and test water meters to assure accuracy; repair and replace meters as needed, including large, compound meters; tap water mains, set water meters of appropriate size and disinfect water pipes and appurtenances.
12. Locate, update and correct records and diagrams of main and valve locations.
13. Replace road and sod materials following digging and trenching to locate and perform repairs to pipes.
14. Assist with water distribution systems and street maintenance construction and repairs as required.
15. Maintain the water inventory with knowledge of all water parts.
16. Provide flagging and sets up work zones per Traffic Control Flagger Certification Handbook.

Physical
1. Physical strength and ability sufficient to perform heavy manual labor for extended periods. Heavy labor is defined for example as operating an 85-pound jackhammer. Must be able to push, pull and maneuver solid waste containers in an excess of 50 pounds. Periodically lift residential solid waste bags weighing up to 55 pounds.
2. Ability to maintain continuous physical effort throughout the shift, including frequent bending, walking, stooping, reaching, digging, raking and heavy lifting.
3. Ability to work at heights including from a boom truck.
4. Ability to sit at a workstation for extended periods.
5. Ability to drive a solid waste truck for up to seven hours a day servicing residential and commercial customers. Revised: June 2018
6. Ability to monitor radio and phone communications while doing other work throughout the day.
7. Ability to stand, work and drive throughout shift.
8. Ability to work in extreme temperature conditions. Example; working with hot asphalt on a summer day with temperatures in the 80-degree range.
