Rate of Pay: $25.8398 – $36.1755 Hourly
$53,746.78 – $75,245.04 Annually
Characteristics of the Job
Under general supervision of the Community and Economic Development Director, administers and implements municipal economic development and public improvement programs and business loan activities in the Moline Centre and other commercial neighborhoods in the community by performing the following duties personally or through the subordinate employee. The existence of this position depends on the availability of funding from the Moline Centre TIF Districts and Special Service Areas.
Examples of Duties
- Coordinate and participate in the preparation and implementation of development and marketing plans for Moline Centre and other commercial neighborhoods in the community.
- Develop and foster relationships with downtown business owners and developers by meeting with them on a regular basis and working diligently to understand their needs.
- Utilize relationships with downtown stakeholders to facilitate the success of recurring events and to create new events that are considered inclusive and family-oriented.
- Embrace and employ the Main Street Four-Point Approach® when undertaking revitalization initiatives.
- Maintain local Main Street program records and reports, establish technical resource files and libraries, and prepare regular reports for the Illinois Main Street Program and the National Main Street Center.
- Manage and coordinate City-owned parking lots and garages in the Moline Centre business district, including overseeing maintenance programs, service contracts, snow removal, leases and general customer service responsibilities.
- Assist the City Administrator and Planning and Development Director on special assignments, plans, programs, urban design, policy development and implementation of growth and development projects and programs for Moline Centre and other commercial neighborhoods in the community.
- Assist in the formulation and implementation of comprehensive economic development strategies and business improvement programs as they relate to the Moline Centre business district.
- Collect and maintain data concerning sites, buildings, vacancies, rents, uses, etc., for Moline Centre and other commercial neighborhoods in the community.
- Administer, monitor and report on economic development programs for Moline Centre and other commercial neighborhoods in the community as assigned (e.g., Moline Centre Main Street Program, Revolving Loan Fund, TIF Districts, Special Service Areas, Façade Improvement Program, etc.).
- Coordinate and report on the design and execution of business improvement activities for Moline Centre and other commercial neighborhoods in the community.
- Provide design review of public and private development/redevelopment projects for Moline Centre and other commercial neighborhoods in the community consistent with the planning and urban design principals established in the Moline Centre Plan and other adopted plans, policies and codes.
- Assist in the preparation of concept plans and/or construction drawings for minor public improvement and streetscape projects in Moline Centre and other commercial neighborhoods in the community.
- Serve as City liaison to property and business owners, associations and interest groups in the Moline Centre business district and other commercial neighborhoods in the community by providing regular and special communications concerning pending and ongoing City operations.
- Provide technical assistance to property and business owners in the Moline Centre business district and other commercial neighborhoods in the community regarding City programs and general business development practices.
- Serve as project coordinator and collect, analyze and report on economic, demographic and other pertinent data as needed for special projects and to determine past, present and future trends affecting growth and development in Moline Centre and other commercial neighborhoods in the community.
- Provide effective and efficient municipal customer service and promote and maintain healthy, responsive relations with the business community, residents, news media, perspective developers and the general public.

Requirements
Training and Experience
Bachelor’s degree or equivalent from an accredited college or university; and two (2) years of progressively responsible experience in public administration, business administration, economic development, urban planning or related field; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities
Thorough knowledge of acceptable practices and standards of economic development and capital improvement projects in a downtown area; working knowledge of fiscal and administrative office procedures, practices, systems and equipment; knowledge of the laws and regulations that impact the work performed and supervised; and of the Main Street Four-Point Approach®.
Exceptional skill in customer service and public relations; maintaining effective working relationships with other employees, public officials, government agencies and the general public; presenting a positive image of the City; advanced skill in using Microsoft Outlook, Word, Excel and PowerPoint software; in analyzing and solving problems; written and oral communications; making public presentations to a variety of community organizations; and understanding financial and operational information reports; good skill in negotiation for special events and other projects.
Ability to establish and maintain effective working relationships with governmental and community agencies, co-workers, business and property owners, elected officials and the general public; manage economic development and capital improvement projects; successfully implement programs; maintain absolute confidentiality of information and documents encountered in the job; respond effectively to inquiries or complaints or requests for service from elected and appointed officials, employees, developers, engineers, government agencies and the public; identify problems, collect data, establish facts, write reports, draw valid conclusions and deal with a variety of variables in situations where some standardization exists; organize and carry out multiple projects simultaneously; effect and implement policies; exercise good, independent judgment; be self-motivated in daily activities; be public-service oriented; and facilitate community and business groups.
Certificates, Licenses and Registrations
- Valid Illinois driver’s license or equivalent.
- Certified Main Street America Revitalization Professional within two (2) years of hire.

Residency
Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.
