This position is responsible for performing inspections to ensure compliance with all appropriate codes, ordinances and standards of the City of Westminster, including the Property Maintenance Code. Conducts field inspections and investigates citizens’ complaints and reports of noncompliance; issues citations and prepares cases for filing or submission for legal actions; appears in court as a witness. Pay range for this full-time, 40-hour position is $21.11 – 22.82/hr., depending on experience and qualifications. Benefits include health, dental, vision, life insurance and retirement plan.   • Conducts field inspections using all appropriate codes, ordinances, and standards of the City including the International Property Maintenance Code.
  • Conducts research to confirm or identify property and vehicle ownership.
  • Develops solutions to assist citizens in complying with codes and applies timeframes and schedules for corrective action with guidance from the Code Official.
  • Conducts follow-up investigations to monitor compliance.
  • Reports areas of non-compliance and obtains evidence for the City to take legal action as it becomes necessary.
  • Responds to and investigates complaints regarding violations of City ordinances, issues notices of violations, stipulates necessary changes for ordinance compliance, and takes appropriate action to ensure compliance.
  • Issues citations, prepares cases for filing or submission for legal actions, and appears in court as a witness under the direction of the Code Official.
  • Maintains records of applications, inspections, investigations, violations, hearings, and related data.
  • Prepares a variety of written reports, correspondence, and applicable forms.
  • Explains, interprets, and makes presentations to community groups and businesses in relation to the City’s Property Maintenance Code.
  • Keeps supervisor informed on all relevant matters including but not limited to the status of cases and any unusual or detrimental issues, in a timely fashion.
  • Cultivates and maintains positive relationships with City staff and the public.
  • Keeps informed on current trends and practices by attending workshops and educational programs or reading specialized literature.
  • Works in a constant state of alertness and in a safe manner.
  • Performs other duties as assigned.


Education and Experience:

  • High School diploma or General Equivalency Diploma GED;
  • Five (5) years of related experience; or
  • Equivalent combination of education, training and related experience.

Licenses or Certifications:

  • Possession of a valid driver’s license;
  • Certification from ICC as a Property Maintenance and Housing Inspector must be obtained within six (6) months of employment;
  • Certification from ICC as an IZC Zoning Inspector or equivalent must be obtained within eighteen (18) months of employment.

Knowledge, Skills and Abilities:  

  • Knowledge of City ordinances, codes, and regulations and inspection and compliance methods and techniques.
  • Knowledge of the City’s policies and procedures.
  • Ability to read, write, perform basic math skills, operate standard office equipment, and to understand verbal and non-verbal instructions.
  • Ability to act as a representative of the City to the public and solves public relations problems with little supervision under the direction of the Code Official.
  • Knowledge of Microsoft Office Suite, the Internet, e-mailing systems, and other relevant software.
  • Ability to effectively and efficiently organize, track, and maintain department records.
  • Ability to establish priorities and organize workload effectively and efficiently.
  • Ability to establish and maintain effective working relationships with other staff, successfully communicate with other staff members and members of the public, and work as a team.
  • Ability to maintain a pleasant and productive working atmosphere.
  • Ability to respond properly in emergency situations and complete assignments under pressure.
  • Ability to operate relevant computer systems, including hardware and software, and office machines.


The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required: crawling, crouching, and fingering.


The work involves minor risks or discomforts which require normal safety precautions, e.g., avoidance of trips and falls, observance of fire and building safety regulations, and observance of traffic signals when driving.
