JOB INFORMATION:

Non-exempt; full time; 40 hours per week; full-benefits; Summer hours = Monday – Thursday; 6:00 a.m. – 4:30 p.m.; Winter hours = Monday – Friday; 7:00 a.m. – 3:30 p.m.
This administrative and technical position is responsible for curriculum development and delivery of career development training for the advancement of Office of Highway Operations (OHO) staff. Supervision is received from the Superintendent, Highway Operations.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES:
|
- Develop, coordinate, administer and audit policies and training programs for Highway Operations staff
- Coordinate and provide mandated road instruction training to staff for Class A and B CDL licensure
- Observe, evaluate and track the progress of Highway operations staff; certify that an employee has met the requirements for completion; maintain and update staff training records and databases
- Monitor staff training trends, track compliance and make recommendations to Highway Operations administration
- Create, administer and evaluate training to include the safe operation of all OHO equipment to include heavy and snow equipment, rollers, backhoes, tractor and boom mowers, 10-ton and tandem axle dump trucks, etc.
- Identify internal and external training resources to support further professional development and Highway training classes
- Support Highway Operations staff in their personal growth as it relates to training opportunities for career advancement
- Coordinate, track and monitor overall skilled trades training such as stone mason, brick layer, welder, etc., and certifications and recertification training such as MDE Tree certification, Traffic Control Technician and Pavement Marking Technician, Traffic Control Supervisor, OSHA 30-hour construction course, Maryland Sediment and Erosion Control certification, MD State Flagger certification, CPR/First Aid certification, etc.; as needed, coordinate trainings with outside providers
- Facilitate the Highway Operations orientation process for new staff
- Prepare various reports and perform routine data entry as needed
- Create and maintain office files and department records appropriately
- Create, coordinate and lead Highway’s equipment committee which will review and recommend specifications for new trucks and equipment
- Coordinate and lead safety committee which includes safe driving meetings quarterly, or as needed
- Participate in snow removal and other weather related events and emergency operations and related duties, as required
- Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS:
|
The qualifications / requirements, knowledge/skills/abilities and physical demands or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. - Associate’s degree from an accredited education institution
- Minimum 2 years administrative work experience
- Minimum 3 years work experience operating dump trucks and various types of construction equipment, to include experience training, mentoring and/or overseeing the work of others
- Intermediate skills in MS Office Suite to include Word and Excel
- Possession of a valid Class A-CDL license with tank truck endorsement, or possession of a class C automobile operator’s license with the ability to obtain this license and endorsement within 12 months after hire
- Possession of certification to teach the driving portion for CDL licensure issued by the US Department of Transportation, or the ability to obtain this certification within 12 months after hire
- NOTE: An additional 2 years of related work experience may reduce the education requirement
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to maintain County Authorized Driver privileges
- Ability to successfully complete continuing education courses as needed in relation to safety issues, new equipment, regulations, etc.
- Knowledge of curriculum development and career advancement
- Considerable knowledge of the tools, materials, and equipment used in the construction and maintenance of highways
- Considerable knowledge of traffic and safety hazards related to this type of work, and appropriate safety precautions
- Considerable knowledge and experience in emergency management functions as they relate to the Office of Highway Operations functions and duties
- Strong clerical and record-keeping skills, including the ability to effectively maintain computerized records using Cartegraph, word processing and spreadsheet software
- Strong and effective spoken and written (English) communication skills including public speaking, facilitating groups and presenting workshops, as well as the ability to effectively compile, analyze and present statistics and other information
- Ability to understand the career progression and job requirements for highway operation classification specifications
- Ability to effectively organize multiple tasks, establish priorities and to complete assigned duties with minimal supervision
- Ability to effectively conduct individual and/or group educational activities
- Strong math and clerical/record-keeping skills including the ability to accurately compile and verify statistical information, and to accurately prepare forms and reports
- Ability to work with sensitive information and maintain appropriate confidentiality
PREFERENCE MAY BE GIVEN FOR:
- Additional related training or education
- Work experience directly related to the presentation of training / classroom materials
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While in this position, the employee is required to frequently sit; occasionally walk, climb, lift up to 20 pounds, reach, make repetitive motions and drive; rarely push and pull up to 40 pounds
- While in this position, the employee required to frequently work indoors, work outdoors, exposed to noise, and near machinery; occasionally walk on uneven ground, work in dirt and dust; rarely work in hot temperatures above 100degrees, work in cold temperatures below 32 degrees, work at heights, exposed to chemicals and fumes and required to wear protective equipment

ADDITIONAL INFORMATION / EXAMINATION PROCESS:

- Available for seasonal changes in working hours, and may be deemed "essential" for on-call for snow removal, critical maintenance or emergency situations
