Human Resources Administrator - Training
JOB INFORMATION
Exempt; full-time; 40 hours per week; Monday - Friday; 8:00 a.m. - 5:00 p.m.; full-benefits
POSITION DETAILS:
This professional position is responsible for developing and overseeing county-wide training and organizational development programs. This position will assess organizational training and development needs, and will design, develop, and implement leadership and organizational development programs. This position may serve as primary trainer for certain programs. Supervision is received from the Director of Human Resources.
ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
- Lead county-wide training and organizational development programs; conduct or facilitate training classes; prepare facilities and provide logistical support for all training events
- Partner with County leadership to assess, develop, implement and promote training and organizational development programs and initiatives; lead projects that cross departments
- Conduct training sessions for specified areas e.g., sexual harassment, customer service, interpersonal skills, and quality and process issues
- Develop training project work plan and budget; evaluate training plan and goals; compile an annual training report; oversee training and organizational development programs and projects to achieve goals within budgeted funds and available personnel and resources; coordinate program plans, future needs, goals and objectives
- Evaluate and recommend new training programs, resources and materials; determine the effectiveness of existing training programs; prepare and present recommendations for changes to existing programs
- Create registration process for training tracks; record participant attendance and achievement
- Distribute and review course evaluations to determine effectiveness of training
- Draft and maintain internal training website and other training communications, including course catalog and calendar
- Create web-based training courses using best practices in e-learning instructional design and software
- Collaborate with managers and County procurement to prepare training requests for proposals; evaluate vendor responses and prepare summary reports, and administer contracts for vendor training
- Compose and prepare professional correspondence, informal letters, memorandums and other written work
- As needed, coordinate special projects from concept to completion
- Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

- Bachelor's degree in Education, Human Resources Management, Organization Development, Instructional Design, Business, Public Administration or closely related field
- Minimum 5 years of work experience in learning and organizational development design, facilitation and delivery of training
- Intermediate skills in MS Office Suite
- Possession of a valid automobile operator’s license
KNOWLEDGE, SKILLS AND ABILITIES:
- Considerable knowledge of curriculum development, career development, and adult education
- Working knowledge of human resources laws and policies and procedures
- Knowledge of applicable Federal and State human resource records management laws and guidelines
- Knowledge of sources of training and training materials
- Knowledge of common barriers to effective training and organizational development
- Knowledge of training and organizational development methods and procedures
- Knowledge of education program planning, needs assessment, design and evaluation
- Knowledge of Windows and Microsoft Office software packages, including Excel, Word and Outlook
- Ability to effectively access and utilize word processing, spreadsheet, and data management systems and equipment
- Ability to exercise sound judgment and objectivity in decisions affecting benefits, HRIS and other critical areas
- Ability to work with sensitive information and maintain confidentiality
- Ability to organize work, establish priorities and complete assigned duties with minimal supervision and instruction
- Ability to establish and maintain effective working relationships with including Executive Office, County Council, Risk Management and other county offices and departments
- Ability to be rigidly attentive to detail to ensure the highest level of quality and accuracy in reports and data analysis
- Extensive technical aptitude with automated assessment tools, learning platforms, web and digital product development
- Ability to demonstrate creativity and originality in designing and implementing programs for diverse populations
- Ability to evaluate and adapt quickly to changing priorities, program needs and available resources
- Strong analytical skills including the ability to accurately compile and analyze statistical information
- Strong and effective spoken and written (English) communication skills, including composition and presentation skills
PREFERENCE MAY BE GIVEN FOR:
- Master’s degree or graduate work in Organizational Development, Organizational Performance, Industrial / Organizational Psychology or a related field
- Current certification such as Association for Talent Development (ATD), Certified Professional in Learning and Performance (CPLP), International Society for Performance Improvement (ISPI), Certified Performance Technologist (CPT) or similar training/development/instructional certifications
- Experience developing and implementing strategic initiatives and/or organizational development programs
- Experience working with a Learning Management System (LMS) and/or survey tools
- Experience using survey and assessment tools to identify business needs and measure effectiveness of solutions
PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
- While working in this position, the employee is required to constantly sit and perform repetitive motions; occasionally walk; and rarely stoop and reach
- While working in this position, the employee is required to constantly work indoors
