Transportation Planner
JOB INFORMATION
Exempt; full-time; 40 hours per week; Monday – Friday; 8:00 a.m. – 5:00 p.m.; full-benefits
POSITION DETAILS:
This professional position is responsible for operational data collection and analysis for all TransIt services. Analyzed data will be used to forecast, expand, and/or modify services as needed to ensure efficient and equitable service delivery to the residents of Frederick County. Supervision is received from the Deputy Director, TransIT Services.
ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
- Analyze socioeconomic and transportation data; compile data into usable formatting; draft technical memorandums and documents for planning and technical studies
- Present technical and professional recommendations to public, supervisors, and elected officials on projects and programs
- Prepare state, federal, and local reports monthly, quarterly and annually to ensure regulatory compliance and the continuation of funding
- Coordinate and conduct comprehensive reviews of existing routes and schedules; develop service proposals and alternatives for route/schedule changes; utilize data for route/segment/stop reviews and other types of service evaluations
- Develop workflows for and provide training to operations and customer service staff pertaining to service delivery and data collection
- Prepare and maintain the general transit feed specification (GTFS); design and develop internal and external reference materials such as schedule brochures, system maps, etc.
- Assist technical supervisors in the preparation of transportation plans, maps, grants, grant invoices, plan reviews, and budget submissions
- Review state and county transportation projects for compliance with County plans and transportation standards; oversee contracted preparation of state-mandated Transportation Development Plan (TDP); coordinate and implement TDP recommended improvements; and coordinate internal updates of pertinent reference material such as Transit-Friendly Design Guidelines for distribution to developers, development review staff, appointed and elected officials
- Participate in local and regional planning activities such as technical advisory committees for the City and County and member of the Regional Public Transportation Subcommittee of the Washington Metro COG/TPB
- Perform other duties as assigned

QUALIFICATIONS AND REQUIREMENTS

- Bachelor's degree in transportation planning or related
- Minimum 3 years planning or program management work experience
- Minimum 1 year public transportation work experience
- Intermediate skills in MS Office Suite
KNOWLEDGE / SKILLS / ABILITIES:
- Knowledge of the technical principles, practices and objectives of transportation planning work, regional or urban planning, and development review
- Working knowledge of inter-relationships of social, economic and physical needs of a community in the development of transportation and land-use plans
- Working knowledge of the methods for conducting research and statistical analysis
- Ability to utilize computer software applications utilized in planning (Microsoft Office Suite, ReMix, ArcGIS), desktop publishing (Adobe Publisher and Illustrator), and automated dispatching software (RouteMatch, TripSpark/Novus, Friendly Fixed Route)
- Ability to effectively organize work and determine priorities, work independently on complex projects, and complete assigned duties with minimal supervision
- Ability to analyze and systematically compile technical and statistical information and to prepare technical reports
- Strong and effective spoken and written (English) communication skills including the ability to prepare and present effective reports, maps and charts relative to particular studies
- Ability to develop and maintain effective working relationships with co-workers, elected officials, board members and the general public
PREFERENCE MAY BE GIVEN FOR:
- Work experience in public transportation service planning
- Work experience in land use planning and/or development review
- Work experience using desktop publishing software
- Planning certification, licenses or professional associations including but not limited to the American Institute of Certified Planners certifications (AICP)
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position the employee is required to constantly sit
- While working in this position the employee is required to constantly work indoors and rarely work outdoors

- Ability to provide own transportation to meeting sites, etc.
