Human Resources / Recruiter - Asst Director
IAIS Railroad is seeking a team member in Human Resources who is passionate about people, railroading and the environment. A person that would love the opportunity to match talent and jobs. While the job requires less than 25% travel, you will have the opportunity to see the railroad, talk to candidates each day and coordinate with the leadership team on recruiting and training in addition to supporting other IAIS employees in their human resources needs. This position is for an independent thinker and someone that has the ability to make a sound "gut check" on each candidate after all the other boxes have been checked.
BASIC FUNCTIONS:
The Assistant Director - Recruiter is responsible for assisting in the planning and administration of the Human Resource functions for the Railroad by performing HR-related duties on a professional level and works closely with IAIS management in supporting various administrative functions. The primary responsibilities are the Recruiter develops, facilitates and implements all phases of the recruitment process coordinating efforts with the appropriate manager(s). This position is also responsible for providing administrative support to the Safety and Training Department and overall support to the corporate office in the absence of the Office Manager. Must maintain the highly confidential nature of human resources work.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES:
- Responsible in the recruitment of candidates by posting job openings, advertisements and coordinating recruiting events.
- Screen job applicants, schedule interviews, and assists managers with the interview process including job offers, background checks and coordination of post-offer testing.
- On-boarding of new employees and preparing all new information ensuring that all on-boarding information is up-to-date. This includes preparation of all forms, handbooks and appropriate Union Contracts. Will perform new employee on-boarding.
- Maintains employee personnel files in line with company policies and government regulations. Retains records in line with company record retention requirements.
- Attends and participates in job fairs and other recruiting sessions. This may include presentations to local high schools and colleges.
- Maintains bulletin boards in an up-to-date and legal compliance manner.
- Maintains data base for employee training including probationary employees.
- Assist in all aspects of certifications and recertifications for conductors and engineers.
- Issues and maintains annual training required by the company such as harassment training.
- Promote and strengthen employee relations by actively listening and appropriately responding to employee concerns in a timely manner and effective process.
- May assist other departments in special projects such as the creation and/or testing of software that impacts IAIS employees, i.e. eHos.
- Distribution of employee communication information that may be generated by Human Resources recruiting and maintaining of employees, i.e. recertification documents.
- Responsible for selecting and ordering company apparel or other items with the company logo for distribution to employees or candidates.
- Assists in special projects and other administrative duties for human resources or other departments.
- This position will require occasional travel to meet with employees or applicants at other locations and overnight stays.
- Will cover in the absence of the Assistant Director of Human Resources – Payroll & Benefits, Office Manager and Chief Administrative Officer.
- Takes initiative to perform other duties as needed or assigned.
JOB REQUIREMENTS:
Education/Licenses/Certifications and Work Experience: Associate degree in human resources preferred. Minimum of two years’ experience in human resources or a related department. Must possess and maintain a current and valid driver’s license and be insurable under IAIS’s commercial auto policy throughout IAIS employment. Experience in a union environment preferred but not a requirement.

- Must have the ability to exercise judgment and discretion in establishing and maintaining good working relationships with management, co-workers, peers, employees, applicants and the general public.
- Must be a self-starter who can identify and deal effectively with problems and exercise independent judgment in making decisions.
- Requires good working knowledge of employment laws and compliance regulations relating to federal and state employment and benefits regulations.
- Requires effective Microsoft PC Skills, with strong emphasis in MS Excel spreadsheets and working knowledge of general office equipment and procedures.
- Excellent verbal and written communications skills required. Presentation skills desired.
- Flexibility to accept changes and respond in a positive and timely manner.
- Ability to learn and apply policies, procedures and regulations as required by IAIS and applicable government compliance.
- Requires continued training to remain certified and/or knowledgeable in areas of responsibility.
- Above average communication skills, ability to work effectively with both employees and managers. Ability to convey a positive and professional image to applicants, employees and visitors at IAIS.
Physical Requirement:
Position involves constant (67-100%) talking and hearing either on the telephone or in person and close vision with viewing a computer and other types of close visual work. Frequent (34-66%) standing, sitting or walking. May be stressful at times due to interruptions and multiple job duties to be completed by deadlines.
Working Conditions:
Position involves working in an office setting and traveling to meet with employees or applicants. Incumbent is not substantially exposed to adverse environmental conditions or noise levels. The job requires the individual to follow IAIS and federal standard safety procedures and to avoid possible injuries.

Salary: $65,000 - 70,000 yearly
