Main Purpose Of Job
The Administrator II position functions as an EEO Officer/LEP Specialist/ADA Specialist. This position
will provide assistance to the Office of Fair Practices in investigating complaints of discrimination and
unfair work issues. This position will also mediate conferences, and convene training.
POSITION DUTIES
The position will be responsible for the following equal employment opportunity and equal access
programs to ensure compliance with all federal and state equal employment opportunity regulations,
practices and policies:
Equal Employment Opportunity/Fair Practices -
1. Investigate employee allegations of unfair employment practices, discrimination and sexual
harassment, summarize findings and make recommendations to management.
2. Compose written reports with findings, summary, conclusion and recommendations specifically
related to the allegation(s).
3. Respond to on behalf of DJS to enforcement commissions related to discrimination complaints.
4. Prepare and deliver Equal Employment Opportunity/Fair Practices Training to staff.
5. Convene meetings to mediate and resolve complaints and issues at the lowest possible level.
6. Respond to all inquiries pertaining to the procedures involved in filing a complaints, the status of a
case and inquiries regarding the processes, procedures, policies and laws specifically related to
Equal Employment Opportunity.
Americans with Disabilities Act (ADA)/Implementation of Accessibility for Youth with Hearing
Impairment -
1. Recommend and approve “reasonable accommodations” requests for employees, youth, applicants
with disabilities
2 Ensure compliance with U.S. Department of Justice Settlement Agreement related to youth with
hearing impairments.
3. Prepare and deliver ADA training to all DJS staff
4. Assists staff who are unable to perform the essential functions of their jobs in finding alternative
options for employment
5. Monitor activities of ADA Coordinators at each DJS facility and office.
Limited English Proficiency -
1. Oversee and monitor throughout DJS Limited English Proficiency (LEP) and language tasks such
as on-site interpretations, telephonic interpretations and written translations.
2. Deliver training on the LEP plan and DJS policies.
3. Review policies and procedures related to LEP to ensure DJS is within federal and state guidelines
regarding providing equal access to DJS clients.
4. Monitor language services expenditures to include developing statistical reports on language
services expenditures.
5. Assist staff in obtaining language services delivered at facilities and offices.
6. Monitor activities of the LEP Coordinator at each DJS facility and office.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
Job Announcement:
1. Additional experience in administrative staff or professional work may be substituted on a year-foryear
basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the
rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned
officer involving staff work related to the administration of rules, regulations, policy, procedures and
processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher
ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
At least one year of the required experience must be implementing an Equal Employment Opportunity
program in employment or equal access program and ensuring adherence to fair practices standards.
DESIRED OR PREFERRED QUALIFICATIONS
1. At least three years experience conducting EEO complaint related investigations
2. At least two years experience implementing a Limited English Proficiency program that ensures
clients receive language services and equal access to programs and service.
3. More than one year experience applying the individualized assessment process under American
Disabilities Act (ADA)
4. Knowledge of Title VI of the Civil Rights Act

Employees in this classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's
license valid in the State of Maryland.
