MS Dynamics 365 "Finance & Operations" Developer/Programmer
The IT Division of the State Treasurer’s Office (STO) plans, builds, programs, manages and supports all of the technology platforms that are used by the STO in order to support the agency’s responsibility for the Statewide disbursement, receipt, and reconciliation of monies of the State, as defined by the State Constitution. The IT Division manages specialized systems utilized by the Administration, Accounting, Banking and Insurance divisions, which currently run in-house developed programs in tandem with commercially developed software, providing the agency with highly customized applications that address specific needs.
The STO IT division is currently in the middle of a multi-year project migrating in-house systems to a Microsoft Azure Commercial Cloud based environment utilizing MS Dynamics 365 applications. As a senior level Dynamics 365 Developer, you will be responsible for the system administration, integration and data exchange with enterprise platforms and services, and the development of custom code for the agency’s MS Dynamics Finance and Operations (F&O) application. This position will work with temporary outside contractors, agency Information Technology staff, and product stakeholders to finalize the implementation phases of the application, manage daily functionality of the application once implemented, and oversee ongoing functionality enhancements.

MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
Experience: Three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.
Notes / Substitutions:
- Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
- Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.
- Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.
- Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATION (Mandatory):
Two of the required years of experience must be in administration, solution design, and custom code development in MS Dynamics Enterprise 365 “AX” and/or “Finance & Operations” platforms.
PREFERRED QUALIFICATIONS - Preference will be given to candidates with knowledge or experience in the following areas:
- Gathering, documenting, and translating user requirements into enterprise-integrated feature-based solutions in Microsoft D365 Finance and Operations using iterative development methodologies
- Leading development teams
- Building, deployment, and migration of F&O solutions across development, test, pre-production, and production environments
- Architecting, configuring and managing Microsoft Azure Cloud services, and other Microsoft Office services supporting the Dynamics 365 ecosystem including, but not limited to, PowerApps, Flow, SharePoint Online, and file transfer platforms
- Configuration and development of stored procedures, triggers, scheduled jobs, SSIS packages, and relational databases in SQL Server using MS Visual Studio, MS SQL Management Console, and Transact SQL
- Development of custom reports using MS D365, SQL Server Reporting Services (SSRS), and other reporting tools
- MS Life Cycle Services (LCS) and Dynamics F&O release management protocols and procedures
- Dynamics F&O modules, specifically GL, Cash and Banking, and Budgeting
- Banking and financial applications and business processes, including knowledge of fund accounting concepts, commercial banking and BAI & ACH file transfer formats
- Agile-based or agile/waterfall hybrid development environments
- Microsoft Azure DevOps or other Continuous Integration/Continuous Development (CI/CD) development/release platform
LIMITATIONS ON SELECTION: Candidates must be willing to work in the Annapolis area.
SPECIAL REQUIREMENTS: All candidates will be subject to a background investigation including criminal and credit history.
